Public Online Learning

Florida has pioneered public online education, with our pilot Florida Virtual School highschool program consistently earning high honors as a premier distance learning option. Currently, there are three ways to learn online in Florida.

Florida Virtual School (www.flvs.net) now with several county franchises throughout the state, is a stand alone school choice option under Florida Statute 1002.37

FLVS was founded in 1997 as the nation's first state-wide Internet-based public high school. In 2000, the Florida Legislature established as an independent educational entity with a gubernatorial appointed board. FLVS is the only public school where funding is tied directly to student performance, and provides online solutions for grades 6 to 12, as well as for adults seeking GED alternatives both in FL and out-of-state through their Global Services Division. FLVS is open to all public, private and home educated students, who retain their designations as public, private or homeschooled students, the latter two categories of students remaining free of state mandated testing requirements.

In 2005 FLVS served more than 31,000 students in 65,000 half-credit courses, and offers everything from GED to honors courses to 10 Advanced Placement courses.

In an effort to expand these online learning opportunities at a wider level, FLVS recently implemented an instate franchise program in an effort to help Florida school districts deliver FLVS online courses to students within their district. There are currently 8 franchises, with more planned. The franchises operate using FLVS courses, and model their policies and procedures after FLVS.

The other online choices are two public online charter schools for elementary and middle school students:

Both pilot programs were instituted in the interest of a class size reduction General Appropriations Act. Eligibility to both of these schools is open only to public school students in grades 1 through 8 who have been previously enrolled in a Florida public school. There's a good FAQ describing the K-8 Virtual School pilot program here: http://www.floridaschoolchoice.org/Information/virtual_schools/faqs_pilot.asp  And a good chart illustrating the differences between the options here: http://www.floridaschoolchoice.org/Information/virtual_schools/program_statistics.asp
