On our K12 Admin list at http://groups.yahoo.com/group/K12AdminLIFE/, someone posted a notice from the VA Dept. of Education about changes in how they interpret Standards of Learning recommendations from the US Dept. of Education, saying, "SOL  reading tests will no longer be considered a nonstandard accommodation for students who are unable to read because of their disability."    Another reader questioned the determination, "If a student receives nonstandard accommodations and therefore is not included in the calculation of AYP, doesn't that affect their school rating by falling short of the required percentage of students being tested? I know of schools that did not meet the AYP because of not having tested a high enough percentage of their students due to exemptions/accommodations. This seems like a "catch-22."

What do you think?  Do you think our new Administration will make more or break existing "Catch-22"  NCLB issues?  What do you think are the biggest concerns facing public schools today -- if you're a teacher, an administrator or a student? Are the issues different for each of you?
